American People Partner with Tanzanians Against HIV/AIDS


Ambassador Alfonso Lenhardt launching the "Get Back to Treatment" campaign with Iringa Regional Commissioner Dr. Christine Ishengoma in September. Launched in Iringa in September 2012 and sponsored by the American People, the goal of the campaign was to reach out to and find the missing People Living with HIV(PLHIV) who had stopped treatment and bring those patients back to treatment. 

 Every year on December 1, the global community commemorates World AIDS Day. It is a day to reflect on lives lost, and lives forever changed, as a result of AIDS. It is also an opportunity to pay tribute to more than 34 million people living with HIV worldwide. Today, we celebrate those lives saved and improved in Tanzania and recommit to the fight against AIDS. 

 We also acknowledge the tremendous progress the world has made in the last 30 years through research and scientific innovations in this fight. On July 23, 2012 United States Secretary of State Clinton announced that the United States President's Plan For Emergency AIDS Relief (PEPFAR) would deliver a blueprint for the next phase of U.S. efforts on global AIDS “For our part, PEPFAR will remain at the center of America’s commitment to an AIDS-free generation… 

We want the next Congress, the next Secretary of State, and all of our partners here at home and around the world to have a clear picture of everything we’ve learned and a roadmap that shows what we will contribute to achieving an AIDS-free generation.”

 One of our lessons learned is that global health is a shared responsibility and that no country can fight AIDS alone. To succeed, it is essential that countries work together with partners such as PEPFAR and multilateral organizations like the Global Fund to Fight AIDS, Tuberculosis and Malaria. Together, PEPFAR and the Global Fund supported over 70% of all persons on antiretroviral treatment in developing countries worldwide in 2011. 

 Here in Tanzania, we must continue to work together to increase our efforts in the response to HIV and AIDS. Everyone -- government leadership, the private sector, multilateral organizations, civil society, and faith-based organizations -- has a role to play. 

Progress toward country leadership of HIV/AIDS programs is essential for gains to be sustainable in the long term. Through PEPFAR, the United States is working closely with Tanzania to build the country’s capacity to lead, implement, and eventually pay wholly for its AIDS response with funding from the Tanzanian government, civil society and the private sector. 

 This coincides with the 2001 Abuja Declaration in which African Union countries pledged to increase government funding for health to at least 15% of the national budget. The United States is committed to our partnership with Tanzania as it moves in this direction. 

 Over the last 12 months, Tanzania has made good progress in the fight against AIDS, with the United States proud to play a supporting role. In Tanzania, the United States through PEPFAR is currently supporting life-saving antiretroviral treatment for over 364,000 men, women and children. 

 In fiscal year 2012 alone, PEPFAR directly supported more than 1.2 million people in Tanzania with care and support programs, including more than 526,000 orphans and vulnerable children. Also, its efforts around prevention of mother-to-child transmission programs have allowed more than 1.1 million pregnant women to be reached with HIV testing and counseling. 

 This progress, evidenced by millions of lives saved, is remarkable, but there is more to do. We are using scientific advances to focus our resources as effectively and efficiently as possible and to maximize the impact of our investments and save more lives. For example, studies have shown that male circumcision can diminish acquisition of HIV for men by over 60%.

 Therefore PEPFAR has increased its contribution to voluntary medical male circumcision in Tanzania eight-fold over the last three years. Prevention of mother-to-child transmission is another significant area of focus, whereby PEPFAR support has succeeded in providing prophylaxis to almost 90% of pregnant women identified as HIV-positive - protecting the health of both the mother and her child. 

 As we look to the future, the United States will continue to work closely with Tanzania and its partners to move toward a long-term response that saves even more lives. On this World AIDS Day, the American people reaffirm our partnership with Tanzanians in our common vision to work towards a Tanzania free of HIV.

Wasanii wanaokiuka maadili kuanza kushughulikuwa


Baraza la Sanaa la Taifa (BASATA) limewaagiza viongozi wa Mashirikisho ya sanaa hapa nchini kufuatilia kwa karibu matukio ya ukiukwaji wa maadili yanayoendelea katika Sanaa hivi sasa na kuchukua hatua kwa wnaobainika kufanya hivyo.
 
Katibu Mtendaji wa BASATA Ghonche Materego,  mbali na BASATA kuwakemea vikali wasanii wanaotumia majukwaa kwa kuidhalilisha Sanaa wao wenyewe na watazamaji pia limeyataka mshirikisho kushirikiana na vyama vyao kuwaita wale wote watakaohusika na uvunjwaji wa maadili ili kuwakanya katika hatua ya kwanza na kama wasipoacha tabia hizo Baraza litawafungia kujishughulisha na kazi ya Sanaa  hapa nchini.
 
“Shirikisho la Muziki tumeliagiza kuangalia tungo za wanamuziki zenye maneno yenye lugha isiyofaa, Shirikisho la Sanaa za Ufundi limeagizwa kuwachukulia hatua wasanii wachoraji na wachongaji wanaotengeneza Sanaa zinazokiuka maadili. Aidha Shirikisho la Sanaa za Maonyesho waliagizwa kufuatilia wasanii wote wanaocheza bila staha majukwaani. 
 
Na mwisho Shirikisho la Filamu tumeliagiza kuwaita, kuwaonya na kuwachukulia hatua wasanii wote katika fani ya Filamu wanaovaa nusu utupu bila kuzingatia husika katika kazi za Sanaa,” amesema Ghonche.
 
Aidha Baraza limewaagiza wamiliki wa kumbi zote za burudani kuzingatia maadili pale ambapo Sanaa zitakuwepo jukwaani na kwamba baraza halitasita kuufungia ukumbi wowote utakaokiuka agizo hilo.
 
“Pia tunaviomba vyombo vya usalama kuhakiki muda wa vibali vya maonyesho na bila kuchelewa kuwachukulia hatua stahiki wasiozingatia muda wa maonyesho. Na tunawakumbusha wamiliki wa vyombo vya Habari na Wahariri kuunga mkono juhudi zinazofanywa na wasimamizi wa sanaa kwa kutokurusha wala kutangaza maonyesho ambayo kwa njia yoyote yanachangia mmomonyoko wa maadili ya Taifa letu,” alisema Ghinche.
 
 Kwa suala hili, Baraza linaziomba mamlaka zinazohusika na usimamizi wa uendeshaji wa vyombo vya habari nchini kuingilia kati na kuvichukulia hatua vyombo vya habari ambavyo kila siku vimekuwa mstari wa mbele kueneza wimbi la mmomonyoko wa maadili hapa nchini na kushusha hadhi ya Tasnia/Sekta ya Sanaa nchini.

Mantra Tanzania takes uranium sensitization drive to Songea

MANTRA Tanzania has conducted a uranium awareness seminar in Songea to sensitize members of the Ruvuma Regional Consultative Council (RCC) on uranium development and the Mkuju River Project located in Namtumbo District, Ruvuma region.

The seminar that was officiated by the Ruvuma Regional Commissioner, Hon. Said Mwambungu attracted other stakeholders from Tanzania Atomic Energy Commission (TAEC), National Environment Management Council (NEMC), Ministry of Energy and Minerals (MEM) and Mantra Tanzania.
Speaking during the event, the Mantra Tanzania Managing Director Asa Mwaipopo said the seminar is part of the company’s awareness drive that seeks to create awareness on uranium mining amongst to the public.

He said uranium produced from the Mkuju River Project will be used for peaceful purposes in fulfillment to the Non Proliferation Treaty (NPT) to which Tanzania is a signatory. “The main peaceful use of uranium in the world is in production of uranium fuel used for producing electricity from nuclear reactors.  Currently, there are 437 Nuclear reactors in the world which produce a total of 375, 000 Megawatts of electricity and that is about 15% contribution to the total world electricity production.”

 “Nuclear energy is clean, statistically proven safe and cost efficient” Mwaipopo said.  He added that with regard to the development of the Mkuju River Project, Mantra and its investors are positive in developing the Mkuju River Project in spite of the depressed uranium market. “The Fukushima incident has impacted on the market significantly but the energy solution for the world will still continue to rely on uranium fuel for a foreseeable future,” he added.

Mwaipopo said the Mkuju Uranium Project will create a partnership between the Government and the projects’ investors urging that Mantra Tanzania is committed towards establishing a long-lasting relationship with Government and local communities surrounding the project.

Mr. Kawala from Tanzania Atomic Energy Commission (TAEC) while presenting a paper on the role of TAEC in protection of the public and environment against radiation and in promoting safe and peaceful use of nuclear technology stated that levels of radiation in mining environment are measure and monitored adding that so far at Mkuju River Project they are within the normal range and nothing alarming.

Dr. Madoshi Makene an Environment Officer from the National Environment Management Council (NEMC) during the occasion said that there is a need for sustainable projects that meet today’s needs without compromising the environment for the future generation. 

The Energy and Minerals Ministry official, Zacharia Bongole informed the audience that Mkuju River Project is being permitted and licensed under the Mining Act 2010 which has new items that are being negotiated in the Mining Development Agreement with the investors. He informed the RCC that the government has a clear Minerals Policy of 2009 which covers Uranium as a mineral. 

The Namtumbo Member of Parliament, Hon. Vita Kawawa during the workshop emphasized that it is important for the Mining Projects to ensure that communities where such mines are located are in position to benefit from the operations of such mines. “Apart from CSR support from such projects, the Council should be given the Local Government Levy by mining companies which if well spent will tremendously contribute to the uplifting of the livelihood in the District,” Kawawa urged.

Precision Air supports breast cancer screening in Mtwara and Lindi

Precision Air (PW) has donated 9m/- geared towards supporting the breast cancer awareness and screening campaign that kicks off in Mtwara and Lindi on Wednesday. The four-day event that that will run under the theme “Check it, Beat it” is spearheaded by the Aga Khan Health Service, Tanzania (AKHST) and seeks to reach more women, especially those living in areas without sufficient access to health services.

Speaking to reporters in Dar es Salaam yesterday, the Precision Air Commercial Director Patrick Ndekana said the donation is part of the Airline’s Corporate Social Responsibility Programme (CSR) that aims to promoting screening to reduce the need for major surgery or death cases faced by many Tanzanians.

Ndekana said Precision Air understands the importance of heath in national development that is why it chose to support the campaign.  “Our mission is to beat breast cancer by funding such projects that targets our remote communities who do not have access to proper health services nor the financial support to have major surgeries. We believe our support will go a long way in saving people’s lives because early detection saves lives.

“Having our Airline presence in Mtwara, we are aware that the revenue we derive is from a healthy community. The airline will only do business if we have less number of people with ill-health. It is only a healthy people who form a healthy nation that brings forth a stable and ever growing economy.“Precision air will only continue growing in terms of increasing the number of its fleets and open more routes to serve more customers in this region. We can only achieve that when we have a strong and stable economy in countries we operate,” said Mr Ndekana.

On her part, representative from Aga Khan Health Service, Tanzania (AKHST) Ms Loveluck Mwasha, Head of Nursing Services, mentioned that the campaign which will be carried in Mtwara and Lindi Regions is targeting a population of 4 million people while at least 500 women are expected to be screened between the two towns.

The campaign is targeting women, young and old in these two towns - for the Breast Cancer Screening - but will also see men being screened for the same. Ms Mwasha said that an initial site visit to Mtwara and Lindi was made by the Breast Cancer Campaign Team, including the AKHST Medical Director, Dr. Jaffer Dharsee, and Mr. Sisawo Konteh, Head of Outreach Services, of the Aga Khan Health Service, Tanzania, during which they met with the Regional Medical teams in both towns and agreed on the camp models.

Every year, thousands of Tanzanian women are diagnosed with breast cancer. It is a major life altering event for women who are diagnosed, but for some the diagnosis comes much too late.

Globally, breast cancer is among the leading causes of cancer-related deaths in women. Early detection of the disease through breast cancer awareness and screening campaigns is vital to reducing the devastating prevalence of this disease amongst women in East Africa. Today, Precision Air calls for all citizens in Mtwara to “Check it, Beat it!”

 Palestina  jana ( alhamisi) imeibuka kidedea baada ya Baraza  Kuu la Umoja wa Mataifa,   kuweka historia      kwa  kupiga kura  Azimio lililoipandisha  hadhi   ya kutambuliwa kama Nchi Muangalizi  asiye Mwanachama wa Umoja wa Mataifa.

Azimio  hilo  lilipitishwa kwa kura 138 za ndiyo ,  kura tisa za hapana   na 41 za kutofungamana na upande  wowote. Kati ya nchi zilizopiga  kura ya  hapana na ambazo zilitegemewa ni Marekani, Israel na Canada huku  Ujerumani na Uingereza zikipiga kura ya kutofungamana na  upande wowote

Ukumbi Mkuu wa  Mikutano wa Baraza hilo ulifurika wajumbe wa  katika tukio hilo la kihistoria  lililokuwa na sura ya mchuano mkali wa mpira wa miguu ambapo kila upande ulikuwa ukijitahidi  kushangilia kwa nguvu kila msemaji wa upade fulani aliposimama kujenga hoja ya kutaka  Azimio liungwe  mkono au akijenga hoja ya kupinga  Azimio  hilo.

Azimio hilo limeungwa mkono na mataifa mengi kutoka pande zote yaani mataifa yale makubwa  kama vile Ufaransa,   China,  na Urusi nchi ambazo ni  wajumbe wa kudumu wa  Baraza   Kuu la Usalama.  Zikiwamo pia nchi nyingi  za  Jumuiya ya Ulaya,  Afrika,Asia na Visiwa vya Karibian

Tukio hilo  pia lilishuhudiwa na Katibu Mkuu wa Umoja wa Mataifa, Ban Ki Moon, ambaye alisema, kura ya kupitisha azimio hilo ilikuwa ikisisitiza umuhimu wa kutoa msukumo mpya wa kuanza  mazungumzo na akazisihi pande hizo mbili kuonyesha dhamira ya kurejea kwenye meza ya mazungumzo.

Licha ya ukweli kwamba bado Palestina ina safari ndefu ya kuweza kukubaliwa kuwa  mwanachama kamili wa Umoja wa Mataifa,  lakini kwa kukubaliwa kwake kuwa   na hadhi ya kuwa nchi muangalizi asiye mwanachama, kunaifungulia milango ya kujiunga na taasisi nyingine za kimataifa,  ikiwamo Mahakama ya Kimataifa  ya Makosa ya Jinai( ICC)  kama ikitaka kufanya hivyo.

 Akizungumza kabla ya kupiga kura,  Rais wa Mamlaka ya Palestina, Mahmoud Abbas, aliwataka  wajumbe wa Baraza hilo kuchukua hatua  muhimu ya kurekebisha dhuluma ambayo wametendewa wananchi wa palestina kwa muda mrefu.

Kwamba alikuwa anaitaka jumuiya ya kimataifa   kuliunga  mkono azimio hilo na hivyo  kupeleka ujumbe wa matumaini kwa wananchi wa Palestina ambao amewaelezea kama walioteseka kwa muda mrefu na waliokuwa wakielekea kukata tamaa.

 Katika hotuba yake iliyokuwa ikikatishwa mara kwa mara  kwa makofi na miluzi kutoka kwa wajumbe wa mkutano huo. Kiongozi huyo wa Palestina, akabainisha kwamba walikuwa wameamua kuchukua hatua hiyo baada ya kuona mazungumzo ya kutafuta amani kati yake na  Israeli ni kama vile yalikuwa yamekufa.

Hata  hivyo akasisitiza kwamba wamefikia hatua hiyo ya kupita Baraza Kuu  kuomba kupandishwa hadhi na kutambuliwa  kuwa nchi muangalizi asiye mwanachama  hasa baada ya ombi lao kupitia  Baraza  Kuu la Usalama kutofanyiwa  kazi.

 Lakini pia wamechukua hatua hiyo kama kielelezo cha kuthamini amani na haki yao ya msingi kama raia wengine ya  kuwa na uhuru wa  si tu  kuwa na taifa lao linalotambuliwa  bali pia haki na fursa ya kujiamulia mambo yao wenyewe.

“ Hatukuja  hapa kutaka kufuta uhalali wa  taifa fulani yaani Israeli, lakini tuko hapa kutafuta uhalali wa taifa jingine yaani Palestina,kwamba lazima sasa iijipatie uhuru wake” akasema Mahmoud Abbas

 Na kuongeza “ Tunawaomba leo hii mtupatie cheti chetu cha kuzaliwa”. Akasama Abbas na kuongeza kwamba  uamuzi huo hauna maana kwamba wanaachana na mchakato wa kurejea kwenye meza ya mazugumzo. Wala haukuwa na nia ya kutaka

Azimio la kuipandisha hadhi  Palestina limepigiwa kura katika  tarehe ( Novemba 29) ambayo  Baraza hilo lilikuwa likiadhimisha miaka 65 tangu lililopitisha azimio namba 181  lililoigawa  Palestina kuwa mataifa mawili lile la  Kiyahudi na  la Kiarabu.

Aidha Tarehe hiyo pia huadhimishwa siku ya kimataifa ya mshikamano na wananchi wa Palestina. Siku ambayo ilipitishwa mwaka 1977

Kwa upande wake  Balozi wa  Israeli  katika Umoja wa Mataifa, Ron Prosor  yenyewe imesema   nchi yake haikubaliani na azimio hilo na kwamba Palestine ilikuwa inafanya kosa kubwa na itakuja kujuta hapo baaaye.

Aidha Israel inasema haliitambui  Azimio hilo kwa sababu lilikuwa limeegemea upande mmoja na lilikuwa haliitambua taifa la  Kiyahudi.

Mjumbe  huyo wa Israeli akiongea kwa kejeli  alieleza baya kwamba,  azimio hilo haliwezi kwa namna yoyote ile kuleta amani bali   lilikuwa linarejesha nyuma mchakato wote wa kuleta amani, na kwamba yenyewe  ilikuwa inamini katika majadiliano badala ya njia za mkato mkato kama iliyofanya Palestina hiyo jana.

Nayo Marekani  kupitia Balozi wake Susan Rice    imeeleza bayana kwamba haikubaliani na azimio hilo ambalo kwao ilikuwa  ni kama kupoteza muda.

Hata  pamoja na kukandia na kuzikejeli  nchi zilizopiga kura ya kuunga mkono azimio hiyo, Marekani inasema itaendelea na juhudi zake za  kuhakikisha kwamba  mazungumzo ya kutafuta  suluhu ya kudumu kati ya pande hizo mbili yanaendelea.

Jamhuri ya Muungano wa Tanzania  ilikuwa ni kati ya nchi zilizopiga kura ya kuunga mkono azimio hilo, na Balozi  Tuvako Manongi alielezea ni kwa nini Tanzania iliamua kupiga kura ya ndiyo.

Baadhi ya sababu alizotoa ni kwamba Tanzania  ilishaitambua Palestina kama nchi huru tangu mwaka 1961 na imekuwa na uhusiano wa kidiplomasia na nchi hiyo kwa miaka mingi.

Aidha akasema  kwa kupishwa kwa azimio hilo jumuia ya kimataifa ilikuwa inalitambua taifa  huru la wapalestina kama vile ilivyoitambua Israel na kwa   Tanzania  mataifa yote mawili yana uhalali wake.

Akaongeza pia kwamba Tanzania inaamini   Palestina ilikuwa na  kila sababu ya  siyo tu kutambuliwa lakini pia  kuwa na uhuru wa kujiamulia mambo yake.

Akasisitiza kuwa Tanzania inaamini katika makubaliano na majadiliano yanayolenga  kufika suluhu ya   kuwa na mataifa mawili yakiishi sambamba na kwa amani kulingana na makubaliano ya mwaka 1947.

AMANA BANK YAZINDULIWA RASMI


Amana Bank inajivunia kuwa benki ya kwanza kabisa ya Kiislam nchini Tanzania ikiwa na malengo ya kutoa huduma za kibenki za kisasa na za kipekee ambazo zinafuata Sharia kikamilifu kwa kuzingatia maadili na kwa njia iliyowazi na kwa kutumia teknolojia ya kisasa kwa manufaa ya wateja wetu wote.

Haroon Pirmohamed akitoa historia fupi ya benki alisema, “Historia ya kuanzishwa kwa Amana Bank, inaanzia mwezi October mwaka 2009 ambapo baadhi ya wafanyabiashara walikutana na kupanga mikakati ya kuanzisha benki ya kiislam nchini Tanzania isiyofuata misingi ya riba. Benki ilipata leseni ya muda kutoka Benki Kuu ya Tanzania tarehe 4 Februari 2011 na kusajiliwa rasmi tarehe 25 Februari 2011 ikiwa na mtaji ulioidhinishwa wa Shilingi za Kitanzania Billioni 100 na uliolipiwa kiasi cha shilingi za kitanzania Billioni 21.5”.

Aliendelea kusema kuwa, “katika mwaka mmoja Amana Bank imeweza kufungua matawi matatu jijini            Dar es Salaam. Matawi hayo ni Tandamti lililoko eneo la Kariakoo, Nyerere Road Branch, lililopo barabara ya Nyerere na Main Branch lililopo katikati ya jiji katika jengo la Golden Jubilee Tower”.

Benki inatoa huduma na bidhaa ambazo zinafuata misingi ya Sharia za kiislam na ambazo zimepitishwa na Bodi ya Sharia. Bidhaa na huduma zinazotolewa na benki si kwa ajili ya jamii ya kiislam pekee bali kwa watu wote ambao wanaamini katika mfumo wa kibenki usiofuata misingi ya riba. Huduma za Amana zinatolewa kwa makampuni na watu binafsi. Huduma zinazotolewa ni pamoja na:-

Akaunti za Akiba ambazo zinajumuisha Akaunti ya watoto (Nuru Akaunti), Akaunti ya wanawake (Annisa Akaunti), Akaunti ya akiba kwa ajili ya nyumba za ibada zilizosajiliwa (Ihsan Account) pamoja na Akaunti ya Hijja (Hajj Account). Pia benki ina Akaunti za hundi na Akaunti za biashara. Vilevile benki ina akaunti ambazo ni maalum kwa ajili ya makampuni mbalimbali. Benki pia ilianzisha huduma ya ulipaji wa kodi za mapato na ushuru wa fordha kupitia matawi yake. Wateja na wasio wateja sasa wanaweza kulipa kodi hizi katika matawi ya Amana Bank. Pia benki ilianzisha huduma ya kutuma fedha popote duniani kupitia huduma ya Western Union. Benki ina lengo la kumfanya mteja  anapoingia katika matawi yetu apate huduma zote mahali pamoja (one-stop shop).

“Mpaka tarehe 25 Novemba mwaka huu, Amana imefanikiwa kuwa na jumla ya akaunti 4093 na akiba zaidi ya Shilingi Bilioni 35”, alisema Mwenyekiti Bw. Haroon Pirmohamed.

Ni kwa kutumia teknolojia hii ya kisasa Amana Bank ilizindua huduma ya Amana Mobile ambayo inaenda sambamba na maendeleo ya kiteknolojia duniani. Amana Mobile ni huduma za kibenki kwa kutumia mtandao wa internet na simu za mkononi.”  “Huduma hii inalenga kuwarahisishia wateja wetu kufanya miamala na kupata huduma mbalimbali ambazo zinatolewa  na benki yetu kwa  njia ya mtandao.  Lengo la kuanzisha huduma hii ni kurahisisha usimamizi wa akaunti za wateja wakati wowote, popote walipo siku saba za wiki” alisema mwenyekiti.

Kwenda mbele, uongozi wa benki unafanya jitihada kubwa kuboresha nafasi ya benki katika soko na pia kusambaa sehemu nyingine nchini. Benki inatarajia kufungua matawi matatu mwanzoni mwa mwaka 2013 katika mikoa ya Arusha na Mwanza na tawi la pili katika eneo la Kariakoo mtaa wa Lumumba. Pamoja na ufunguzi wa matawi, Amana Bank pia inajipanga kuboresha huduma zake na pia kuongeza huduma zingine.

CHIKAWE GIVES TANZANIA'S POSITION ON THE DEATH PENALTY

Hon. Mathias Chikawe (MP) Minister for Constitutional and Legal Affairs has attended the 7th International meeting of Ministers of Justice with a theme “A World Without The Death Penalty – No Justice Without Life” which took place in Rome, Italy.

The meeting was organized by Community of Sant’Egidio and brought together Justice Ministers from 32 Countries of the World. The aim of the meeting was to provide the forum and platform for countries that have abolished the death penalty and those that have not abolished to share experience and lesson on the death penalty. 
The meeting is being used to sensitize countries that have retained the death penalty on the need to abolish the same and call upon them to take steps in abolishing the capital punishment.
During the meeting Hon Chikawe assured the participants of the meeting that Tanzania is mindful of the efforts that are being taken at the international, regional and national level to abolish death penalty. As a country, we are aware that of several human rights obligation that we have undertaken that require us to abolish the death penalty.

He further stressed that, the decision to abolish the penalty will be reached after Tanzanians have had a say on whether to abolish it or not. He noted that, with the Constitutional Review Process that is underway, Tanzanians are expected to air their views on the death penalty. 
He said that this process provides another opportunity for Tanzanians to have a say on the existence of this capital punishment because in the past two researches were carried where people were asked whether the death penalty should be abolished or not and twice they decided to retain it. 
"The views of people were respected and the penalty was retained, despite that for the last 18 years Tanzania has practiced a moratorium on the execution of the sentences. 
"The last execution was carried out in 1994. We will listen to what our people say on death penalty, but this time as a country we shall", he said.

RIPOTI YA NCHI MASIKINI SANA DUNIANI MWAKA 2012 UKWELI WA MAMBO NA TARAKIMU



Ripoti ya Nchi Maskini Sana Duniani ya Mwaka 20121, yenye kichwa kidogo cha habari Kutumia Fedha Zinazotumwa na Raia Wanaoishi Nga’ambo na Weledi Wao Kujenga Uwezo wa Uzalishaji, imetolewa leo.

Mwelekeo wa uhamiaji
-Idadi ya watu ambao wamehamia Ulaya kutoka Nchi Maskini Sana (LDCs) iliongezeka kutoka milioni 19 mwaka 2000 kufikia milioni 27 mwaka 2010. Hii ni sawa na 3.3% ya wakazi wote wa nchi hizo.
-Nchi Maskini Sana Duniani zinatoa 13% ya wahamiaji duniani kote---idadi ambayo inalingana na mgawo wa LDCs katika idadi ya wakazi wote duniani (12.1%).

-Wahamiaji wanne kati ya watano kutoka LDCs wanaishi kwenye nchi zinazoendelea (Kusini) na mmoja tu kati wa watano ndiye anaishi kwenye nchi zilizoendelea (Kaskazini).

Utumaji fedha
-Kiwango cha fedha zinazotumwa na raia waliohamia ng’ambo kwenda kwenye nchi zao kiliongezeka mara nane kati ya mwaka 1990 na 2011: Kutoka dola bilioni 3.5 kufikia dola bilioni 27. Tangu mwaka 2008 kiasi cha fedha kimeendelea kuongezeka pamoja na kuwepo na anguko la kiuchumi duniani.

-Mwaka 2011 kiasi cha fedha zilizotumwa kwenda nchini Tanzania kutoka Uingereza zilikuwa dola milioni 4.5, kutoka Canada dola milioni 3.2 na kutoka Kenya dola milioni 2.5.

-Mwaka 2011, fedha zilizotumwa kwenda LDCs zilikuwa kama mara mbili ya thamani ya uwekezaji wa moja kwa moja (FDI) katika nchi hizi (dola milioni 15), na kiwango hiki kilizidiwa tu na Misaada Rasmi Kutoka Nje, yaani ODA (dola bilioni 42 mwaka 2010), kama chanzo cha fedha kutoka nje ya nchi.

-Kiwango cha fedha zinazotumwa kutoka nje kama kingegawanywa kwa mwananchi mmoja mmoja kiliongezeka kutoka dola 10 kama kila mtu angepokea hadi dola 30 kati ya mwaka 2000 na 2010.

-Fedha zinazotumwa na raia wanaoishi nje zina umuhimu wa pekee kwa LDCs ikilinganishwa na nchi zilizo katika makundi mengine. Katika LDCs, fedha zinazotumwa na raia kutoka nje zinachangia 4.4% kwenye pato la nchi na 15% ya thamani ya bidhaa zinazouzwa nje. Kiwango hiki ni kikubwa kwa mara tatu ikilinganishwa na nchi nyingine zinazoendelea (ambazo siyo LDCs).

-Kuanzia mwaka 2008 hadi 2010, kiasi cha fedha kilichotumwa kutoka nga’mbo kinalingana na zaidi ya moja ya tano ya pato la taifa la nchi za Lesotho, Samoa, Haiti na Nepal.
-Tangu mwaka 2009 hadi 2011, nchi za Nepal na Haiti zilipata fedha nyingi za nje kutoka kwa raia wao walio ng’ambo kuliko zile ambazo nchi hizi zilipata kutokana na mauzo ya bidhaa nje.

-Kwa LDCs tisa, kiwango cha fedha zinazotumwa na raia wanaoishi nje kilizidi kile cha uwekezaji wa moja kwa moja kutoka nje (FDI) na misaada rasmi kutoka nje (ODA) kati ya mwaka 2008 na 2010. Hizi ni nchi za Bangladesh, Haiti, Lesotho, Nepal, Samoa, Senegal, Sudan, Togo na Yemen. Kwenye nchi nyingine nane za kundi la LDCs, katika kipindi hicho hicho, fedha zinazotumwa na raia kutoka ng’ambo zilizidi FDI: Benin, Burundi, Comoros, Ethiopia, Gambia, Guinea-Bissau, Kiribati na Uganda.

-Theluthi mbili ya fedha zinazotumwa na raia kutoka ng’ambo kwenda kwenye LDCs zinatoka kwenye nchi zinazoendelea.

-Duniani kote, gharama ya kutuma fedha zinafikia 9% ya kiwango cha fedha kilichotumwa; kwa LDCs gharama ni kubwa zaidi kwa theluthi moja (12%).

-Kama nchi zilizo kusini kwa Jangwa la Sahara zingelipia gharama za uhamishaji fedha kwa wastani wa gharama inayolipwa duniani kote, mapato yao yangekuwa yaliongezeka kwa dola bilioni 6 mwaka 2010.
-Asilimia 66 ya fedha zilizohamishwa kwenda kwenye LDCs kati ya mwaka 2009 na 2011 ni za nchi tatu tu: Bangladesh, Nepal na Sudan.

-Matumizi ya simu za mkono kwenye LDCs ni makubwa zaidi (368 kwa kila wakazi 1,000) kuliko idadi ya akaunti za benki (171 kwa wakazi 1,000). Simu za mkono zinaweza vile vile kutumika katika kuhamisha na kupokea fedha kutoka ng’ambo.

Kuhama kwa utaalam
-Mtu mmoja kati ya kila watu watatu wenye ujuzi mkubwa (mwenye elimu ya chuo kikuu) kutoka LDCs anaishi ng’ambo. Kwenye nchi zilizoendelea kiwango ni mtu mmoja katika kila watu 25.
-LDCs sita zina raia wao wataalaum wengi zaidi wanaoishi nje ya nchi kuliko wale waliobakia nchini mwao: Haiti, Samoa, Gambia, Tuvalu na Sierra Leone.

-Theluthi mbili ya wahamiaji wenye ujuzi mkubwa kutoka LDCs wanaishi kwenye nchi zilizoendelea; theluthi moja wanaishi katika nchi zinazoendelea.

-Kiwango cha kuhama kwa watu wenye ujuzi kwenda ng’ambo ni kikubwa (20% ) kwa LDCs nyingi (30 kati ya 48).

-Wahamiaji kutoka LDCs wenye elimu ya chuo kikuu ambao wanaishi na kufanya kazi ng’ambo inafikia milioni 2.

-Idadi ya Watanzania waliohamia Uingereza kwa kumbukumbu za mwaka 2000 ni 10,535.

-Aina ya wahamiaji inafuata ukubwa wa kipato wa nchi mwenyeji. Katika nchi zilizoendelea, 35% ya wahamiaji ni wale wenye elimu ya chuo kikuu; kwenye LDCs 4% tu ya wahamiaji wana kiwango hicho cha elimu. Viwango hivi ni kwa wahamiaji kutoka nchi zote, japo viwango ni hivi hivi kwa wahamiaji kutoka nchi za kundi la LDCs.

-Theluthi moja ya wahamiaji kutoka LDCs ambao wana elimu ya chuo kikuu wanaishi Marekani.

Uwezo wa kiuchumi (Uchumi mpana)
-Kiwango cha ukuaji wa uchumi kwa mwaka kwa LDCs tangu kipindi cha msukosuko wa kiuchumi duniani (2009-2011) ni 4.7%, ambacho ni chini ya kiwango cha kipindi cha miaka ya ukuaji mkubwa wa kiuchumi (2003-2008), yaani 7.9%. Hii ina maana kwamba kiwango cha ukuaji wa kipato kwa mwaka kwa kila mkazi kilishuka kutoka 5.4% miaka ya ukuaji mzuri wa uchumi hadi kufikia 2.4%.

-Wastani wa ukuaji halisi wa pato la nchi katika LDCs mwaka 2011, yaani 4.2%, ulikuwa chini ya 4.9% ya mwaka 2009 wakati wa anguko la uchumi duniani.

-Kile kinachojulikana kama Gross fixed capital formation kwenye LDCs kilipanda kidogo kutoka 20.7% ya pato la jumla la taifa mwaka katika miaka ya 2005-2007 kufikia 21.6% miaka ya 2008-2010. Hata hivyo, bado kilibaki chini ya viwango vya nchi nyingine zinazoendelea, ambazo zilifikia kiwango cha 30.1%.

-LDCs zinaendelea kutegemea sana raslimali kutoka nje. Pengo la pato linalotokana na uagizaji bidhaa na uuzaji bidhaa nje lilikuwa kubwa kwa 20% ya pato la jumla la taifa katika nchi tano za kundi la LDCs mwaka 2011, wakati LDCs nyingine 13 pengo lilikuwa asilimia 10 ya pato la jumla la taifa.

-Kiwango cha utegemezi wa rasilimali kutoka nje katika kulipia uwekezaji wa ndani ya nchi kati ya mwaka 2008 na 2010 kilikuwa 15% ya pato la jumla la taifa kwa LDCs ambazo hazisafirishi mafuta nje.
-Asilimia 62 ya mauzo ya bidhaa nje kutoka LDCs 48 yalikuwa ni kutoka nchi tano tu: Angola, Bangladesh, Equatorial Guinea, Yemen na Sudan. Ukiacha Bangladesh, nchi zote hizi zinauza mafuta nje.

-Mapato ya LDC kwa mauzo ya bidhaa nje yanategemea zaidi mauzo ya bidhaa moja (mafuta), ambayo yanaingiza 46% ya jumla ya mapato yote yanayotokana na mauzo ya bidhaa nje.

-Zaidi ya nusu ya mauzo ya nje kutoka LDCs (54%) yalikuwa yanakwenda kwenye nchi zinazoendelea mwaka 2011, mwelekeo unaothibitisha umuhimu wa biashara ya kusini-kusini. China ndiyo iliyonunua bidhaa nyingi zaidi kutoka LDCs (26.4%) ikiwazidi Jumuia ya Ulaya (20.4%) na Marekani (19%).

List ya LDCs inapitiwa upya kila baada ya miaka mitatu na Baraza la Uchumi na Jamii (ECOSOC) la Umoja wa Mataifa, kufuatana na mapendekezo ya kamati ya Sera ya Maendeleo (CDP).

Katika mapitio ya hivi karibuni, Machi 2012, CDP ilitumia vigezo vifuatavyo:
1. Kigezo cha pato la kila mtu, kwa kufuata Pato la Jumla la Nchi (GNI) kwa kila kichwa (wastani wa miaka mitatu)

2. Kigezo cha raslimali watu ambacho kinatumia viashiria kama lishe, afya, kuandikishwa shuleni na kujua kusoma na kuandika

3. Kigezo cha mazingira hatarishi ya kiuchumi. Ambacho kinatumia viashiria kama mishtuko ya kiasili, mishtuko ya kibiashara, udogo na umbali.

Nchi tatu tu zimefanikiwa kupanda daraja kutoka list ya nchi za kundi la LDCs: Botswana Desemba 1994, Cape Verde Desemba 2007 na Maldivs Januari 2011. Samoa inategemewa kupanda daraja tarehe 1 Januari 2014.

ECOSOC ilipitisha pendekezo la CDP kuipandisha daraja Equatiorial Guiones mwezi Julai mwaka 2009 na mwezi Julai 2012 ikakubali pendekezo la CDP kuipandisha Vanuatu. Hata hivyo ruhusa ya Baraza Kuu la Umoja wa Mataifa bado itahitajika ili kuzipandisha daraja nchi hizi mbili.
